I am afraid that your edit has not improved the answer as far as I am concerned: You do not define what you mean by "modern street self defence". You do not explain why traditional arts not a particularly efficient way too learn it. Aikido has plenty of strikes and techniques that can be initiated by tori. Oh, and you utterly ignore the fact that Aikido is used by Police forces around the world (Japan and the UK for sure) for self defense in the line of duty.

I am not a lawyer, nor do I play one on TV. That said, using "preemptive strikes" may lead to you being arrested, charged with assault, and jailed. The law is not as clear cut as those "self defense experts" claim it is. If in doubt, please do and speak to a defense lawyer in your jurisdiction as the law is very different from place to place.

You know that Aikido is taught to various police forces around the world so how does that not fit "modern street self defence"? There is nothing mystical in that video. It could easily be a simple case of clever editing: you are never shown how many times they tried. They could have tried as many times as needed until they got the needed result.

-1. There's no such things as samurai any more since the Charter Oath promulgated at the enthronement of Emperor Meiji of Japan on 7 April 1868. There is nothing either spiritual or magical about training your body to draw a sword towards a moving target. All you need is practice and enough takes till you get slice a small pellet.

I voted to close as over broad because you never tell us what your friend's goals in learning (another) martial art are. Military self defence? LEO self defence? Competition? Fitness? Having fun? ... What are they looking for? Without that, I can justify any martial art whatsoever as being the "best". That does include fencing, bow shooting, and jousting!
